Delay and width from 100 nsec up to the period time
Measurements for test were made from the pulse width of a fluke counter, limited by counter performance.
And on the Stanford counter at he timing pulses from the upgoing flank and the downgoing flank.
The error of 750 psec is the error in the counter plus the difference in cable length.
